Regulatory Permits - Introduction

Who are we?

In the 2001 Business Plan, Engineering and Permit Services identified the need for a coordinated effort to process regulatory permits for capital improvement and maintenance projects. The Department created a new section in April 2002, The Regulatory Permits Section (RPS), to provide a departmental service in securing regulatory permits, coordinating environmental documentation (except for Environmental Impact Reports), and providing monitoring services for on-going improvement and mitigation projects.

Mission Statement

To provide regulatory permit strategies including environmental and permit processing services and, in partnership with the regulatory agencies and general public, establish a long term permit management program that will provide fast and efficient implementation of Orange County's Flood Control, Water Quality, Transportation, Park, and Coastal Resource Management Programs.

  1. Provides regulatory permit processing form the following federal, state and local agencies:
    1. U.S. Army Corps of Engineers
    2. Regional Water Quality Control Board
    3. California Department of Fish & Game
    4. California Coastal Commission

  2. Provides effective communications between the above agencies and RDMD.

  3. Establish and implement long term permit management strategies.
